Both federal and state law make provision for restricting the collection efforts that creditors can engage in in order to  collect judgments or to collect debts before the judgment.  For instance, the creditor cannot make threats of harm; the creditor cannot harass; the creditor cannot insult; the creditor cannot call neighbors; the creditor cannot call the debtor at work; the creditor cannot threaten to do anything that the creditor cannot do legally.  In the event that a creditor violates these laws then the debtor has a right to sue that creditor for damages.

In addition, the creditor is not supposed to call the debtor if the debtor is represented by an attorney.
